EDITORIAL: Legislature should consider governor's budget compact Posted: Tuesday, May 15, 2012 1:15 am The Lufkin News Texans have not heard much from Governor Perry since he exited the race for the Republican nominee for president. Last Friday, Perry was back in the news when he began releasing more specifics on his proposed state budget compact.

The Teacher Retirement System of Texas doled out $6.1 million of $9 million in incentive compensation, which included the Employees Retirement System of Texas and the Permanent School Fund at the Texas Education Agency. The three state agencies control about $160 billion in assets for the two pension funds, TRS and ERS, and the corpus of the PSF, which was established in 1854 for the benefit of public schools.

Texas has a growing problem with Medicaid costs in the state budget. The state and federal health care program for the poor consumes 20 percent to 30 percent of the budget in state general revenue and all funds. This percentage will increase in the future. Texas lawmakers left a $4.8 billion shortfall in Medicaid they must address in 2013. Another state health care program has also had its share of red ink in recent years. Correctional managed care, which is the health care program for 156,000 state prison inmates, costs about $1 billion this biennium.
